China's development is indispensable to the world and the world's prosperity is indispensable to China. China's development is conducive to world peace and development.
   We upheld the policy of "one country two systems" and strictly followed the basic law of Hong Kong SAR and the basic law of Macao SAR, thus maintained the socio-economic stability of Hong Kong and Macao. We actively developed relations across the Taiwan Straits by adhering to the basic principle of "peaceful reunification and one country two systems" and the eight propositions for developing cross-straits relations and promoting peaceful reunification. The contacts between the people across the straits and the economic and cultural exchanges have constantly been enhanced, so has the will of the Taiwan compatriots for peace, stability, and development.
   We have all along pursued an independent foreign policy of peace, and have, together with people of all the other countries, adamantly promoted world's peace and development. We conducted an all-engaging diplomacy, played an active role in handling major international and regional issues, further enhanced economic cooperation and communication with other countries, and actively promoted cooperation in international anti-terrorism under different mechanisms including the United Nations. The friendship between Chinese people and the people of other countries have constantly improved.
   The year 2003 is the first year in which the Chinese people shall strive for the grand objective laid off by the Party's 16th National Congress. Chinese people shall walk along the road of building socialism with Chinese characteristics. Through more than 20 year's of reform and development, China has made achievements that attracted worldwide attention. We truly believe that with another twenty years' efforts, the industrious and brave Chinese people shall, with their own hands, create new wonders on the land of China. By
