Goodmorning.Earlierthisweek,thegovernmentofNorthKoreaproclaimedtotheworldthatithadconductedasuccefulnuclearweapotest.InreoetoNorthKorea'sprovocativeactio,AmericaisworkingwithourpartnersintheregionandintheUnitedNatioSecurityCounciltoeurethatthereareseriousrepercuiofortheNorthKoreanregime.

NorthKoreahasbeenpursuingnuclearweapoanddefyingitsinternationalcommitmentsforyears.In1993,NorthKoreaaouncedthatitwaswithdrawingfromtheNuclearNoroliferationTreaty.TheUnitedStatesnegotiatedwithNorthKoreaandreachedabilateralagreementin1994:NorthKoreacommittedtogivingupitspursuitofnuclearweapoinexchangeforhelpwithpeacefulnuclearpower.

AfterIcametooffice,wediscoveredthatNorthKoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweapoprogram.MyadministrationconfrontedtheNorthKorearegimewiththisevidencein2002,andtheNorthKoreasuequentlywalkedawayfromthe1994agreement.

SomyAdministration范文先生版权所有decidedtotakeanewaroach.Webroughttogetherothernatiointheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.Thelogicbehindthisaroachisclear:NorthKorea'sneighborshavethemostatstake,andtheyareNorthKorea'sprincipalsourcesoffood,energy,andtrade,soitmakesseetoenlistthemintheefforttogettheNorthKoreanregimetoenditsnuclearprogram.

ThisdiplomaticeffortwascalledtheSix-PartyTalks,andthesetalksincludedNorthandSouthKorea,China,Japan,RuiaandtheUnitedStates.InSeptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingJointStatementthatofferedaresolutiontotheproblemandabetterlifefortheNorthKoreanpeople.InthisJointStatement,NorthKoreacommittedtoabandoningallnuclearweapoandexistingnuclearprograms.NorthKoreawasofferedtheproectofnormalizedrelatiowithJapanandtheUnitedStates,aswellaseconomiccooperationinenergy,trade,andinvestment.AndtheUnitedStatesaffirmedthatwehavenonuclearweapoontheKoreanPeniulaandnointentiontoattackorinvadeNorthKorea.
