butallsuccefulschoolshavefollowedthesameprovenformula:higherstandards,moreaccountability,andextrahelpsochildrenwhoneeditcangetittoreachthosestandards.ihavesentcongreareformplanbasedonthatformula.itholdsstatesandschooldistrictsaccountableforprogre,andrewardsthemforresults.eachyear,ournationalgovernmentinvestsmorethan$15billioninourschools.itistimetosuortwhatworksandstopsuortingwhatdoe''t.(alause.)
