third,allstatesandschooldistrictsmustbeheldreoibleforthequalityoftheirteachers.thegreatmajorityofourteachersdoafinejob,butintoomanyschoolsteachersdon''thavecollegemajorsorevenminorsinthesubjectstheyteach.newteachersshouldberequiredtopaperformanceexams,andallteachersshouldknowthesubjecttheirteaching.
