tonight,iproposeanewcleanairfundtohelpcommunitiesreducegreenhouseandotherpollutio,andtaxincentivesandinvestmenttourcleanenergytechnologies.andiwanttoworkwithmembersofcongreinbothpartiestorewardcompaniesthattakeearly,voluntaryactiontoreducegreenhousegases.

now,allourcommunitiesfaceapreservationchallengeastheygrow,andgreenaceshrinks.seventhousandacresoffarmlandandopenacearelosteveryday.inreoe,iproposetwomajorinitiatives.first,a$1billionlivabilityagendatohelpcommunitiessaveopenace,easetrafficcongestion,andgrowinwaysthatenhanceeverycitizen''squalityoflife.andsecond,a$1billionlandslegacyinitiativetopreserveplacesofnaturalbeautyallacroamerica,fromthemostremotewildernetothenearestcitypark.

thesearetrulylandmarkinitiatives,whichcouldnothavebeendevelopedwithoutthevisionaryleadershipofthevicepresidentandiwanttothankhimverymuchforhiscommitmenthere.thankyou.

sofar,injustfouryears,100,000youngamericahavebuiltlow-incomehomeswithhabitatforhumanity,helpedtutorchildrenwithchurches,workwithfematoeasetheburdenofnaturaldisastersandperformedcountleotheractsofservicethathasmadeamericabetter.iaskcongretogivemoreyoungamericathechancetofollowtheirleadandserveamericainamericor.
