torenewamericawemustmeetchallengesabroad,aswellasathome.thereisnolongeracleardivisionbetweenwhatisforeignandwhatisdomestic.theworldeconomy,theworldenvironment,theworldaidscrisis,theworldarmsrace:theyaffectusall.todayasanoldorderpaes,thenewworldismorefree,butlestable.communism''scollaehascalledfortholdanimosities,andnewdangers.clearly,americamustcontinuetoleadtheworldwedidsomuchtomake.

whileamericarebuildsathome,wewillnotshrinkfromthechallengesnorfailtoseizetheoortunitiesofthisnewworld.togetherwithourfriendsandallies,wewillworktogethertoshapechange,lestitengulfus.whenourvitalinterestsarechallenged,orthewillandcocienceoftheinternationalcommunityisdefied,wewillact;withpeacefuldiplomacywheneverpoible,withforcewhenneceary.
