marriageisthemostenduringandimportanthumanititution,honoredandencouragedinallculturesandbyeveryreligiousfaith.agesofexperiencehavetaughtusthatthecommitmentofahuandandawifetoloveandtoserveoneanotherpromotesthewelfareofchildrenandthestabilityofsociety.marriagecaotbecutofffromitscultural,religious,andnaturalrootswithoutweakeningthisgoodinfluenceonsociety.government,byrecognizingandprotectingmarriage,servestheinterestsofall.
inourfreesociety,peoplehavetherighttochoosehowtheylivetheirlives.andinafreesociety,decisioaboutsuchafundamentalsocialititutionasmarriageshouldbemadebythepeople--notbythecourts.theamericanpeoplehaveokenclearlyonthisiue,boththroughtheirrepresentativesandattheballotbox.in1996,congrearovedthedefeeofmarriageactbyoverwhelmingbipartisanmajoritiesinboththehouseandsenate,andpresidentclintonsigneditintolaw.andsincethen,votersin19stateshavearovedamendmentstotheirstatecotitutiothatprotectthetraditionaldefinitionofmarriage.andtoday,45ofthe50stateshaveeitherastatecotitutionalamendmentorstatutedefiningmarriageastheunionofamanandawoman.theseamendmentsandlawsexpreabroadcoeusinourcountryforprotectingtheititutionofmarriage.
