goodmorning.nextweek,theunitedstatessenatewillbegindebateonacotitutionalamendmentthatdefinesmarriageintheunitedstatesastheunionofamanandwoman.onmonday,iwillmeetwithacoalitionofcommunityleaders,cotitutionalscholars,familyandcivicorganizatio,andreligiousleaders.they''rerepublica,democrats,andindependentswho''vecometogethertosuortthisamendment.today,iwanttoexplainwhyisuortthemarriageprotectionamendment,andwhyi''murgingcongretopaitandsendittothestatesforratification.

marriageisthemostenduringandimportanthumanititution,honoredandencouragedinallculturesandbyeveryreligiousfaith.agesofexperiencehavetaughtusthatthecommitmentofahuandandawifetoloveandtoserveoneanotherpromotesthewelfareofchildrenandthestabilityofsociety.marriagecaotbecutofffromitscultural,religious,andnaturalrootswithoutweakeningthisgoodinfluenceonsociety.government,byrecognizingandprotectingmarriage,servestheinterestsofall.

inourfreesociety,peoplehavetherighttochoosehowtheylivetheirlives.andinafreesociety,decisioaboutsuchafundamentalsocialititutionasmarriageshouldbemadebythepeople--notbythecourts.theamericanpeoplehaveokenclearlyonthisiue,boththroughtheirrepresentativesandattheballotbox.in1996,congrearovedthedefeeofmarriageactbyoverwhelmingbipartisanmajoritiesinboththehouseandsenate,andpresidentclintonsigneditintolaw.andsincethen,votersin19stateshavearovedamendmentstotheirstatecotitutiothatprotectthetraditionaldefinitionofmarriage.andtoday,45ofthe50stateshaveeitherastatecotitutionalamendmentorstatutedefiningmarriageastheunionofamanandawoman.theseamendmentsandlawsexpreabroadcoeusinourcountryforprotectingtheititutionofmarriage.
