fourthly,wewillexpandtheuniversitysector.today,oneinfiveprimaryonestudentseventuallygoesontoalocaluniversity.weaimtoimprovethistooneinfourby2010.thismearaisingthecurrentaualuniversityintakeby4,000students.

butnusandntuarealreadyasbigastheyshouldbe.thesingaporemanagementuniversity,orsmu,willincreaseitsstudentintaketillitreachesitstargetenrolment.furtherexpaionofnus,ntuandsmuisnotdesirable.acommitteeheadedbypeterchenhasofferedpreliminaryideasforafourthuniversity.idonotwanttoprejudgeitsrecommendatio,butinprinciple,isuortafourthuniversityifitsgraduatescanmeetthestandardsdemandedbytheeconomy.

wehavedoubledthelifelonglearningfundfrom$500millionto$1billionsinceapril.

thisyear,thegovernmentwillgiveaddedemphasistoprogrammestohelpolderandlower-educatedworkers.

executives,managers,engineersandotherprofeionalsmayhavetoberetrainedtoo,sothattheycanmoveintonewgrowthareas.weshallstudyhowthiscanbedone.
