goodmorning.earlierthisweek,thegovernmentofnorthkoreaproclaimedtotheworldthatithadconductedasuccefulnuclearweapotest.inreoetonorthkorea''sprovocativeactio,americaisworkingwithourpartnersintheregionandintheunitednatiosecuritycounciltoeurethatthereareseriousrepercuioforthenorthkoreanregime.

northkoreahasbeenpursuingnuclearweapoanddefyingitsinternationalcommitmentsforyears.in1993,northkoreaaouncedthatitwaswithdrawingfromthenuclearnoroliferationtreaty.theunitedstatesnegotiatedwithnorthkoreaandreachedabilateralagreementin1994:northkoreacommittedtogivingupitspursuitofnuclearweapoinexchangeforhelpwithpeacefulnuclearpower.

   aftericametooffice,wediscoveredthatnorthkoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweapoprogram.myadministrationconfrontedthenorthkorearegimewiththisevidencein2002,andthenorthkoreasuequentlywalkedawayfromthe1994agreement.

somyadministrationdecidedtotakeanewaroach.webroughttogetherothernatiointheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.thelogicbehindthisaroachisclear:northkorea''sneighborshavethemostatstake,andtheyarenorthkorea''sprincipalsourcesoffood,energy,andtrade,soitmakesseetoenlistthemintheefforttogetthenorthkoreanregimetoenditsnuclearprogram.

thisdiplomaticeffortwascalledthesix-partytalks,andthesetalksincludednorthandsouthkorea,china,japan,ruiaandtheunitedstates.inseptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingjointstatementthatofferedaresolutiontotheproblemandabetterlifeforthenorthkoreanpeople.inthisjointstatement,northkoreacommittedtoabandoningallnuclearweapoandexistingnuclearprograms.northkoreawasofferedtheproectofnormalizedrelatiowithjapanandtheunitedstates,aswellaseconomiccooperationinenergy,trade,andinvestment.andt
