bypaingsucharesolution,wewillsendaclearmeagetothenorthkoreanregimethatitsactiowillnotbetolerated.andwewillgivethenatiowiththeclosesttiestonorthkorea--chinaandsouthkorea--aframeworktousetheirleveragetopreurepyongyangandpersuadeitsregimetochangecourse.

aswepursueadiplomaticsolution,wearealsoreauringouralliesintheregionthatamericaremaicommittedtotheirsecurity.wehavestrongdefeeallianceswithjapanandsouthkorea,andtheunitedstateswillmeetthesecommitments.andinreoetonorthkorea''sprovocation,wewillseektoincreaseourdefeecooperationwithourallies,includingcooperationonballisticmiiledefeetoprotectagaitnorthkoreanaggreion,andcooperationtopreventnorthkoreafromimportingorexportingnuclearormiiletechnologies.
