asisaidinmypreconferencewithpresidentjiang,wehaveanongoingquestourselvestoliveuptothoseideals.thepeoplewhoframedourcotitutionunderstoodthatwewouldneverachieveperfection.theysaidthatthemiionofamericawouldalwaysbe"toformamoreperfectunion"--inotherwords,thatwewouldneverbeperfect,butwehadtokeeptryingtodobetter.

thedarkestmomentsinourhistoryhavecomewhenweabandonedtheefforttodobetter,whenwedeniedfreedomtoourpeoplebecauseoftheirraceortheirreligion,becausetherewerenewimmigrantsorbecausetheyhelduopularopinio.thebestmomentsinourhistoryhavecomewhenweprotectedthefreedomofpeoplewhohelduopularopinion,orextendedrightsenjoyedbythemanytothefewwhohadpreviouslybeendeniedthem,making,therefore,thepromisesofourdeclarationofindependenceandcotitutionmorethanfadedwordsonoldparchment.

todaywedonotseektoimposeourvisiononothers,butweareconvincedthatcertainrightsareuniversal--notamericanrightsoreuropeanrightsorrightsfordevelopednatio,butthebirthrightsofpeopleeverywhere,nowehrinedintheunitednatiodeclarationonhumanrights--therighttobetreatedwithdignity;therighttoexpreone''sopinio,tochooseone''sownleaders,toaociatefreelywithothers,andtoworship,ornot,freely,howeveronechooses.
